Description
Enables seek / random access functionality. If set to false, seek bar is still displayed, but not functional. VCS files created with previous version of VideoClipstream will have all functionality except Seek. To enable seek on older VCS files, they will need to be re-encoded into 2.0 format. When using non-seek enabled files, the seek bar can be removed from the UI using the PanelLayout parameter by simply omitting the "R" value.
